Tuition
Tuition must be paid in full prior to attending any course to guarantee a seat and ensure required materials are available, unless specific prior arrangements are made at the time of registration. Payments may be made by check, money order, credit card, or purchase order. Make checks or money orders payable to P3TC. Some courses qualify for a tuition payment plan; however, all calculated course fees and expenses shall be paid up front, and are non-refundable. Certificates of Training are held until checks clear the bank. Course prices can be found on the description page and the dates of the class(es) can be found on the calendar.
Refund Policy
Tuition payments secure facilities, instructor time, and purchases materials, therefore, are not refundable. Students who register for classes and neglect to attend should not expect to receive a refund. If a student cancels or drops a class seven (7) calendar days prior to the first day of class and requests a refund they will receive a full credit toward a future class, or a refund minus incurred expenses, a non-refundable 10% Tuition Refund Fee in addition to any applicable processing fees of their order. Students who cancel or drop a class less than seven (7) calendar days prior to class are not eligible for a refund nor credit. Full refunds are given for classes canceled by P3TC. Refunds are not available for online/eLearning courses, nor may the course be transferred from one student to another.
“Please be advised under the Private Security Act (Occ. Code Chapter 1702) and Administrative Rule 35.4 (37 Tex. Admin. Code 1), a criminal conviction may disqualify you from a registration, commission or license under the Act. You may wish to review Rule 35.4’s list of disqualifying offenses and the related periods of ineligibility, available on the department’s website at http://www.dps.texas.gov/rsd/psb/index.htm (click on the link to Administrative Code). You also have a right to request from the department a criminal history evaluation letter under Occupations Code Section 53.102.”
ITAR and Training Foreign Students
In accordance with Department of State International Traffic in Arms Regulations (ITAR), tactical training is only available to US Citizens/Legal Residents.
Tactical and firearms training classes are covered under ITAR, and are thus restricted to US citizens/legal residents. However, some activities are allowed.
Tourist; there is no training involved. P3TC registers with DoS and pays an annual fee. The annual registration takes about 45 days and there need to be up to four weeks of lead time for each license to be approved P3TC applies for a case-by-case license per individual/group. The license is for each group or individual that comes to a training class P3TC will:
- Provide safety and safe firearms use instruction
- Recover any registration/license fees
- Make necessary firearms available
- Consider additional training days for those unfamiliar with specific firearms (e.g. Basic Rifle)
- Purchase ammunition for students
- Possibly supply equipment
- ITAR compliance may take the form of a package deal. Students are also responsible for all other expenses; flights, car rental, accommodations, etc.
If you are a foreign national, contact P3TC to ensure you can participate. We will evaluate your intent and objectives to decide whether you may participate. Remember, it’s a license per individual or group, so bring your friends.
P3TC reserves the right to deny training to anyone without explanation.
22 CFR
The ITAR §120.9 defines Defense Service as the furnishing of assistance (including training) to foreign persons, whether in the United States or abroad in the design, development, engineering, manufacture, production, assembly, testing, repair, maintenance, modification, operation, demilitarization, destruction, processing or use of defense articles. The furnishing to foreign persons of any technical data controlled, whether in the United States or abroad; or Military training of foreign units and forces, regular and irregular, including formal or informal instruction of foreign persons in the United States or abroad or by correspondence courses, technical, educational or information publications and media of all kinds, training aid, orientation, training exercise, and military advice.
ITAR §120.10 defines Technical Data as information, other than software as defined in §120.10(a)(4), which is required for the design, development, production, manufacture, assembly, operation, repair, testing, maintenance or modification of defense articles. This includes information in the form of blueprints, drawings, photographs, plans, instructions or documentation.
Classified information relating to defense articles and defense services on the U.S. Munitions List and 600-series items controlled by the Commerce Control List. Information covered by an invention secrecy order; or Software directly related to defense articles.
(b) The definition in paragraph (a) of this section does not include information concerning general scientific, mathematical, or engineering principles commonly taught in schools, colleges, and universities, or information in the public domain. It also does not include basic marketing information on function or purpose or general system descriptions of defense articles.
CCL Part 772 defines Technology as information necessary for the “development,” “production,” “use,” operation, installation, maintenance, repair, overhaul, or refurbishing of an item.
Fees/Expenses
Fees and expenses are paid to the instructor on the first day of class. Students will not train unless, at a minimum, the calculated expenses are paid in full. Certificate(s) of Training are held until balances are paid in full.
If a bank check is returned, or a credit card chargeback is falsely filed, the student is charged bank/processor fees; 1. the actual bank/processor charges, and 2. a $30 service fee per item. After 30 days of non-payment, P3TC will file charges under Texas Penal Code Sec. 31.04. THEFT OF SERVICE. (a) A person commits theft of service if, with intent to avoid payment for service.
Canceled Classes
P3TC reserves the right to cancel classes, change times or locations, and substitute instructors as necessary. Classes are assessed a week before the start date, and a decision is made on or before the day of class if a class may or may not make. Students of canceled classes will be informed prior to the start of class by e-mail, text message, or phone call.
Non Discrimination Policy
P3TC admits students and provides employment to individuals of any race, color, national and ethnic origin, creed, religion, age, gender, sexual orientation, political affiliation, physical disability, or veteran status. It does not discriminate in any of these categories in administration of its educational policies, admissions policies, scholarship and loan programs, and athletic or other school-administered programs, and provides all the rights, privileges, programs, and activities to all students generally accorded or made available to any students at the school.
